YES, it is safe to visit Syria. I can confirm this, as it took months of research and talks to Syrian travel agents, authorities, and other friends who have already been there on trips. After seeing pictures and videos showing one of the countries with the most historical heritage that exists, and I always wanted to see it, I decided I must go, and would be a great idea to organize it as a trip so others can join.
There are many spectacular places that are unexplored and waiting to be discovered, despite the visible and devastating scars left by the Civil War. After a decade of war, the Syrian people are putting a lot of effort into rebuilding their country, and they are more than happy to be able to welcome tourists again. Historical significance is enormous for the beautiful architecture of Damascus, the Christian cities of Saidnaya and Maaloula, the Roman amphitheater of Busra, and the famous Norias of Hama.

Meeting new people and learning about other cultures may be a great inspiration and leads to more humility and tolerance, in my opinion.
Nevertheless, there is a population that is always delighted to welcome tourists behind every government and conflict.
I've seen that some governments continue to advise against visiting Syria. No journalists are still permitted to enter this post-war area. But if you behave properly as a traveler, you won't run into any issues. Avoid going too far off the beaten path, don't photograph military checkpoints, and don't bring drones either.
